Beginner Parrots - Apartments ?

I would recommend a atiel. I have two and live in an apartment and have never gotten any complaints. They can be noisy (I can hear them in the parking lot sometimes) but they are covered at night so they are quiet until the morning. They make great little pets and are very social. Just make sure you get one that is hand tamed. Good luck.
